It's a robot from the Doctor Who tv series.

The Daleks are NOT robots, they are the genetically engineered end result of experiments conducted by Davros. They have evolved into little blobs that are encased in the big metal shell that some mistake for robots. They are out to exterminate anything that is not a Dalek.
I have been a Doctor Who fan since Tom Baker destroyed the Nimon way back in the 1970's. I go to the conventions, dressed in costume and everything. I am a total Doctor Who geek.

They are cyborgs, not robots. The operating system for the Dalek machine body is a Kaled mutant.

The writers for Dr. Who based the creatures on the latent Nazi fear that was still extent in England when the series began back in the '60s. They are always screaming about their superiority and the extermination of non-superior races.

The are from the long running British sci-fi Doctor Who. It ran from the early 60's to the 1980's. They were the Dr's arch enemy, and vowed to destroy the human race.
There is a new Doctor Who series out now and the have brought back the Dalek's.

There are the perennial foe of Doctor Who, always managing to survive. They are mutant aliens encased in war machines for life. No sense of beauty and indeed devoid of any emotion, they honestly believe they are the superior life form and seek to exterminate all others.

They are best known for screaming 'EXTERMINATE! EXTERMINATE!' in a nasty voice before vaporizing a target.
