seems to be the problem in all small towns. some policeman think the badge is their right to do whatever they please. i'm not saying they are all crooks. but, the ones that are gives the impression that all are bad. the best way i can think of to id the bad ones is to carrry a camera and take pics when you see a cop doing wrong. (discretely, of course.)

First you need proof (documentation) that these officers are actually crooks. Simply reporting them or filing complaints will do little since police officers are routinely reported and complained on for simply doing their job. Reading Yahoo! Answers will reveal some people who have a disdain for police in general. If the cops are truly corrupt, then it should be fairly easy to prove.
But you must not confuse corruption with doing the job. Most people have little idea of what police duties are. If they are within their legal rights to do what they are doing, then it is not corruption. But if they are committing illegal acts, then they are no better than any other criminal. Make sure you understand what they can and can not do legally. If they are truly corrupt, then I applaud you for having the courage to stand up to them. But if they are just good aggressive police officers, then you should back down and obey the law and you will have nothing to worry about.

Your State's attorney general is usually the one who handles investigating crooked cops who do not have a local supervisor. In cases where the sheriff, who is elected and answers to no one, or a small town police, they would be the ones to prosecute them.

Contact the FBI and ask them to help you with a sting operation. You cant go to their bosses cause they know what is going on and are not trying to help. Don't use their names with statements on here or in a flyer cause they can sue you for slander. The only way they cant is if you can prove in a court of law that they are criminals or hav criminal intent. But if you can't , dont use their names like that. Its hard to get them out but it is doable.

Call your nearest FBI office and report this. They can check into it. Also, write your Governor and tell him of the situation.
