If you could buy a hydrogen car that would be it, just H20 as exhaust, but you can't buy one.

The Honda Civic GX is considered the cleanest car on earth. It runs on natural gas, and most of the time you gan find state or local co-ops you can fill up at. Or you can get a "Phill" to fill up at your own house.

Any newer diesel, running on 100% biodiesel is the next choice, and for most people, this is the most practical decision. A VW Jetta gets almost 50 mpg and you can run 100% biodiesel.

It doesn't cost much to be green and reduce dependence on foreign oil. If everyone did this and drove a 50 mpg biodiesel car, we wouldn't have a gas crisis. This is just now really a solution though because of new diesel exhaust particulate trap filters.

Good Luck! And a little secret. (Heat your fuel lines and you can run it on vegetable oil) no joke!

bicycles are the cleanest, no emissions are produced

for cars: Hydrogen-fuel-cell-powered cars are the best alternatives to polluting, gasoline-powered cars for several reasons: (1) the cars are completely emission-free, (2) the fuel cells have no moving parts, (3) hydrogen is renewable and abundant, (4) the cars are compatible with cold weather, (5) the fuel cells are compact and lightweight--not overly bulky or heavy, (6) the cars are about 3 times as efficient as gasoline-powered cars, (7) the cars will have incredible mile ranges, (8) the tanks will be refueled quickly, and (9) hydrogen is safe, has been tested rigorously for use in vehicles, and is being used in many vehicles already.
