I think that by fighting a war it is inherent that aggression and violence be used to quell the enemy. I think that the do-gooder's attitude is why the US has a problem sustaining a long term engagement like Viet Nam and now Iraq. We need to clamp down with an iron fist.
Some suggestions that I have as a thirty year military veteran:
1. Bring in the dogs. Bring in every bomb and gunpowder sniffing beast we can get our hands on. Conduct a building by building search for anything explosive and destroy it.
2. Forget about training Iraqis to take over their country. Bring in specialized forces that are trained to occupy a country. Create a set of rules that allows limited movements by civilians.
3. Divide the country into ethnic regions (Kurd, Shiite, Sunni) and resettle accordingly. Allow limited self rule in those areas. If things begin to deteriorate, clamp down again. Reward for good behavior and punish for bad. This has worked for every human there is.

The only thing that more aggression will accomplish is to turn more Iraqi's against us- and toward sectarianism. Look at what Israel has accomplished after decades of trying to pound the Palestinians into submission; they kill dozens of civilians, and level entire neighborhoods, every time Israelis are attacked. It's a vicious cycle, and only serves to feed into and strengthen the opposition as more rush to join the cause. The answer lies in diplomacy and self-rule, and a supporting role for the U.S. and whatever allies we have left.

The only way to stop violence is with violence. We did not start this war but we will finish it. Our Troops were given several goals. 1. Free the country (accomplished). 2. Help build a self sustaining Democratic Government with a Constitution (still working on it). 3. Build a self sustaining Military (still working on it). These goals WILL be accomplished is the Politicians will let the Military do it's job.

Tried that in Vietnam. It didn't work. It won't work in Iraq. The USA will go down in defeat and the troops will once again eat crow,

The Bush strategy in Iraq is brilliant. He's lured all the Islamo-nuts in the world to head for Iraq, where they hope to earn their stripes killing the evil Satan. Let 'em come and attack Ft Apache all they want. I'd rather they earn their martyrdom there, against the 82nd Airborne, than in a Kansas City shopping mall blowing up kids.

After deciding to leave Vietnam the administration used carpet bombing to get what they wanted from the government. That became the most productive time during the war. Sure lets pull to the borders, and bomb to submition. When you see enough of your countrymen die, you will turn in the bad guys.
