Historically, there have been two ways to win a war.
1) Brutal military efficiency, and police state like control
2) Support from the people
In the case of Iraq (I assume the root of your question), We will never be option number 1. Unfortunately, option 2 is not likely either. The people of Iraq don't even want a central government. Each of the 3 groups (Sunni, Kurd, Shiite) want their own fiefdom. This makes sense to me.
When the British broke up the former ottoman empire and created what we now know as Iraq, only the brutal rule of a dictator kept things together. Removing the dictator eliminated the glue that kept these disparate groups together. The reality is that they don't belong together. This war cannot be won

The complete support and sacrifice by EVERY person in America for the war effort. Instead of sacrifcing military members and their families, only.
Not to mention: a winning strategy, good management, and an eventual plan to end the war.
eg: All the things that have been missing from Bush's invasion and occupation of Iraq.

In order to win a war you must not only on the battle field. But the hearts and minds of those you are fighting for and against. If you are truly just then victory will be yours.

In my opinion,no one has ever won a War.However,you win a War when one side runs out of money to fight,or when the destruction is so complete,their is nothing left to fight for.Sure,one side usually says "UNCLE",but that's never the end,their is always the chip,and the thoughts of revenge,someone always plotting,and waiting for an opening.

It takes a commander in chief with balls of steel to win a war. Not a girlie man like Bush who appointed a "manager" for the wars in Afghanistan and Iraq. Remove the lawyers from the field, the libs from the media and let our forces do what they do best, KILL. Who gives a crap about collateral damage, these rag heads didn't give a crap about the innocent lives they took on 9/11.

I think someone hit on it allready, but you have to have a clear objective and known outcome to decide what winning is for your cause. It's a lot like checkers or any other game. Take control of your opponent and you win. So yeah clear objectivity and desire to make it happen.
