Deleting all or part of Internet Explorer is a common practice by newer PC users. I often have to restore IE as part of a PC fix. There are several paths that you can travel down that will get your system back into working order.

First, did you empty your Recycle Bin? If not, double-click to open Recycle Bin, select the folder that was deleted, and then on the left-hand side, select Restore. Reboot, and all may be returned.

If that cannot be done, the next easiest step is to do a full restore of your Windows operating system. Find your original installation CDs (if your PC came with them) or open up Windows Explorer and drill down to C:\Windows\Options\Cabs (this is where Setup.exe may be located) and double-click on Setup.exe. This will start the installation process. Make sure that you have no other programs open and that you have the Registration key handy.

I hope that this helps...

You could try the "Repair Console". Put your XP cd in the cd drive and restart your system. When it asks if you want to install XP or repair XP, choose repair. This will open the repair console. At the prompt type "chkdsk /r, that is chkdsk and then a space and then /r. Windows will now attempt to repair it's self. This can take quite some time so be patient. Let it run until it's done, do not stop the process. If "Repair" can't fix the problem, then you will need to reload "Windows"

Consider this a blessing. Install Firefox.

Try going to http://www.microsoft.com/windows/downloads/ie/getitnow.mspx and download it and re-install it.
