I have lived in my house for 3 years & had my dogs when we moved in, we paid a company $3500 for a fence to be built prior to moving in so we wouldnt have to worry about anyone complaining about the dogs, they also wear $100 bark correction collars, in the last 2 weeks the neighbor has verbally attacked my husband in front of my 2 yr old son & called the cops on us 3 times, saying my dogs are barking (when they are in the house with me) last night he called the cops at 12:00 am to complain my dogs were barking (they were all in the living room with me) and then he left his house, so the cops came and found the barking dogs (over the hill from my property) NOT MINE! Then he called the dog warden to tell them that I have 7 dogs and one is pit bull. Total lie. I have a collie, german shepherd, black lab and cocker. I have just had it, what can I do short of beating his a$$ to let him know he cant get away with this, calling the cops at midnight filing false reports. its out of control

AND he does not have a job nor has he EVER had one since we lived there (3 years) he is 40 years old and even had his mom call the police on us last week saying the dogs were barking.

In the extreme, you can file some kind of official complaint against him for harrassing you. Problem is, he might retaliate by poisoning the dogs.
Have you talked to him. Be real nice. "I'm sorry you are bothered by barking dogs. They drive me nuts, too. But if you notice, my dogs have bark collars. They're not the ones barking. But once the police discovered the dogs over the hill barking. Perhaps you're mistaking them for mine, since we're right next door."
Also, make a record of each incident--when, what the police found, and where your dogs were the whole time. Then, if you need to take extreme action, you have the records.
Also, keep copies of the police reports so that you have backup.
Before you do anything official, ask the police for their suggestions. Ask every officer who investigates your dogs; one might have a real good suggestion.
Don't escalate it if there is another way, because you don't know what will trip this guy off. But at some point, you have to defend yourself, even if it's risky. If you have your ducks in a row, the risk will be less.

I am so sorry when neighbors are unable to get along. The first thing I would have done would be to go over and talk to the neighbor hoping that he would be reasonable. It sounds like they need so much attention. Secondly, if the police have already been to your house and have witnessed that the neighbors have lied, they are your proof. I would keep all reports and records. Each time the police are called, they are your testimony. I would contact an attorney and seek legal redress immediately from your neighbors. Perhaps they can support you with a letter requesting that they cease and desist from contacting the police for these kinds of actions. I would think the police would have made a visit to them also because it should be against the law to call the police out for unreasonable or inconsistencies. I hope you are successful in getting some help.

Chris M has it right, write a leter of explanation to the local PD involved. Invite them over to discuss the problem, in the letter make the statement, "I fear for my family's safety in dealing with this man". The shoe then shifts to the other foot.
After that, put together a letter of intent to initiate civil action against the guy outlining all his harassment false reports and information (make up a list) should the harassment conrtinue, send it to him Certified Mail., send a copy to the aforementioned PD.
Watch his eyes pop wide open... oops...

ok here is what you do write up a very respectful letter telling him that if he continues to harrass or stalk you in anyway that you will be pressing charges and getting a lawyer and starting a civil suit then you make copies of it and send it certified one to him one to the police station and one to the dog catcher and whoever else he has been reporting you to. After that you get yourself a lawyer on hand and be ready to file civil actions against him. The letter may stop him and it may not but if you send each of those places a copy and certified its shows them that you are not in the wrong and you are being harrassed. Well, I could give you many ways to pay this fool back, but that would only take you down to his level.
I would make my own police report and explain it just as you have done here. The cops frown on being called out on bs calls like this when they could actually be doing something productive.

A very wise lawyer friend once told me a lot of people had to see him and pay him a lot of $$$$$ because they let a problem drag and fester...
He told me what he told them, and I'll never forget it, "Get rid of the problem."
I DON'T mean drastic measures, but just sell the house and move to a better place without a loony neighbour. Peace of mind is priceless. Take care.

A bad character - who is taking his bad attitude out on you. You could file for harrassment. I am sure if he continues to call the cops, they will soon get the message.I can think of lots of things you can do back to him, but unfortunately you will get into trouble, and that doesn't help anybody.

You could file a civil harassment suit. You are obviously being harassed. For good measure I would document every time this happens, and possibly keep a video cam on hand. This is something you can beat.

Call your police department and speak with the watch commander, also contact your district attorney's office regarding obtaining a restraining order against him.

some people as no culture, so it is not so easy to deal with them.next time the police come show them the real situation so he will be ammended and hbe will stop to cause problems where there is no the necessity
