There really is a lottery for green cards, but you have to register with the US Embassy in the foreign country. There are companies that sell you a monthly subscription; they send in your registration for you. But it's a gyp, even though it's real. You don't get that much more of a chance to have your name come up, and it doesn't cost much for you to do it yourself. Also, the applicants that are brought up for green card approval are still checked for background and productivity...if you have a profession that is needed in the USA, you might get the green card, if not, you might not. Don't pay anyone to enter these lotteries!!!
If you are interested in working in the USA, go to the Embassy or Consule and ask questions.
You'll also need to actually work. Once a green card is given, it has to be used within 6 months, and after being in America, you have a limited time to get real employment, and you will be called to prove that you have been working legally. Also, the card itself is for a limited time.
In addition to all this, you also need a visa to enter the USA from most other countries, and having a green card does not automatically ensure you a visa.

If a person has actually won the Green Card lottery they will receive something by registered mail and not email. Additionally no money will be asked for.

The green card lottery is real; however, most websites that provide information are fronts for illegal 'advice' operations. For information on the lottery, go to the US immigration service site and look for "Diversity Lottery". Here's a link:

Note that many countries are excluded. The purpose of the scheme is to encourage an ethnic balance in immigration. For this reason, most European countries, and Mexico, are excluded from the system. The green cards typically go to mid- or far-east citizens.

The lottery period is August to October; there is currently no lottery running.

Go through the State Department web page. There are a LOT of scams and there is no reason to pay someone a fee to file for you.

It is closed for they year and opens again in October.

yes it is. They only give out a certain amount every year and you can apply for it if you are in good LEGAL standing with the US, if you have a vaild visa or passport.
