California used to be part of México but United States forced mexicans to give them those lands including Arizona, Nuevo México & Texas.
California always had influence from mexicans cuz they have always been there...but that's not a reason for Mexico to take over it. What i think is that spanish should be an official language in these states (if it isn't). Sorry for my english, i try to do my best.

tomar= it also could be invadir, but it's more correct to say tomar.
desde= since

The correct translation is "¿Mexico deberia gobernar California dado que está habitada en mayoría por mexicanos?"
literally your phrase is "¿Mexico debe tomar el control sobre California dado que esta habitada en mayoría por mexicanos?" but 'tomar el control sobre' is used in case of war or something like that so 'gobernar' is more proper in this case

Debe Mexico conquistar a California, porque la mayoria del estado ya esta poblado por Mexicanos.
In my opinion, no, they shouldn't take it over.
We purchased the land after we won the war. If we are stupid enough to sell it back, and mexico has enough money to buy it, then so be it. (They will never have enough money or intelligence to take over any american state. They can't even take care of their own country).
