The difference is one is a state in the Northwestern most part of the country and the other D.C. is the capital of the United States and is located in West Virginia.

Often, the nation's capitol, Washington D. C., is referred to as just Washington when the context of the rest of the sentence or conversation makes it clear that you are referring to the nation's capitol.

BTW - The District of Columbia (D. C.) was set apart from the other states for the nation's capitol, so it is not a part of any state.

First of all, seeing as how I live about 10 minutes from Washington D.C., it IS NOT LOCATED IN WEST VIRGINIA.
Washington D.C. is sandwiched between Virginia and Maryland. It is not a state, but it is the nation's capital.

Washington State is in the Northwest corner of the U.S.
