WPS is the file extension for the Text document file associated with Microsoft Works.

The .wps file extension is for Microsoft Works. I think you can open it with Microsoft Office.

It is a Microsoft Works wordprocessing file. The author can resave it as a Word file in Microsoft Works. If this is not possible, you will have to download the Works converter.
