my best friend says she has these bumps on her head but befor she got those she felt something crawling and its not lice cuz theres do white stuff. she has been having this problem for 3 weeks ans she says its gettin worse

yes very much so,get a white cloth and brush or comb hair vigorously over it and see what falls out

Yes, and it's their. Does she have a dog, or live near a community of mammals? Perhaps she has lice - tell her to go see a doctor, or if she's certain, buy lice shampoo.

Any pets in the house, or is she ever around any furry animals? If so, then yes, it's possible for her to have fleas on her head.
