With new leather shoes, I cover it up with a tea towel and hammer it!! It worked even with my big New Rocks which are very heavy and made from many layers of leather.

I usually put in an extra insole for the heel to be a bit higher- then the boot no longer cuts the ankles.
then 3 pairs of socks, and it's done.

If it's leather, then methylene spirit has been recommended. Linseed oil seems to work too.

get some bees wax, rub it into your boots, heat it up wiht a hairdryer and repeat - this softens the leather but also protects it from the elements

Use the rounded end of a pin hammer and gently tap them to soften them up....

Soap, just plain soap, or saddle soap, rub it in and leave it.
