Bubble level. Sure you could get a laser level but if you aren't dealing with keeping a string of pictures in a room balanced then save your money.

They make some picture hooks that automatically level them. Or you can just put a cheap bubble level on the top or side of the picture and level it that way. Actually that is more accurate than using a laser level, and it is cheaper. If you want to get several the same height on the wall. Just start measuring from the floor for each one. Then measure from the picture hanging wire or picture hook to the top of the picture and subtract that from the height you want all of the tops of the frames at and that's where you nail the nail.

To be honest, if you are halfway good it is easier to align them by eyesight.

If they are already on the wall, you can use double sided tape. I believe 3M makes this and you can just put it on the back of the pictures on the corners.
If you are needing to hang, then use a laser leveler, or ruler.

hi roger , suggest you either make sure your picture hook is in center of picture or an alternative is to use a second pic hook a couple of inches away from first one and this steadies the pic. Being a leading authority on picture hanging i feel i can let you into a secret, use blutack on back of picture to stick to wall (as well as pic hook of course)

You can buy one of those laser levels that shoot the red line across the wall.
