Actually to become one of those "freaky" women body builders you would have to put in a ridiculous amount of time in the gym and use a lot of power weights and even still you would have to fight water weight gain. If you look at a Ms Olympia bodybuilder from the 90s today she would look like a completely different person since women lose muscle at a greater rate than men.
It would also be seemingly impossible to not lose ANY fatty tissue from your breast when dropping a significant amount of weight.
Squats are very good for the inner thighs. One particular stomach excercise is the leg lift where you lie on your back, suck in your stomach, support your head with your hands WITHOUT pushing your head and simply bring your legs about 5 to 8 inches off the ground. You can do about 40 reps a day for this workout in increments of your desire and simply holding a last rep for as long as you can.
For women its your lower abdominal that is a focal point overlooked during workouts, so this is a great exercise for that.
Also, to lose weight very proportioned its best to eat 5 to 8 times a day consuming smaller food portions.
Its a fact that the more your body is feed the less it retains fat. Its a celebrity secret.

At age 40 I started a work out routine from www.bodyforlife.com type approach which included lifting and cardio. Which by the way is wonderful for womens bones. No I didn't look like some freak body builder yes I am a feminine woman. You lose fat you lose weight including in the breasts which are fat. Lifting light weights builds muscle under the chest wall. I never looked better.
Do research you won't and don't lose body fat from just where you want point blank. Otherwise wouldn't we all look like a VS model? Let's take this off my thighs and throw it on my breasts.

Remember that all the breast cell are not composed of fat cells but of special type of mammary glands. So You cant reduce the breast size below a certain level.
There is nothing like spot reduction in exercise i.e. you cannot reduce the fats of your thigh by just exercising your legs. Because when you exercise your legs the first area from where the fats will start reducing the fats is around your waist.
Most people when starting weight training are afraid of the typical body shape of the bodybuilders. But remember those bodybuilders have spend a lifetime to achieve that shape. You cant achieve that shape in your lifetime -- I bet.
So dont worry --- cut off your fats and sugar to about one fourth, and do a lot of exercise, both aerobics and anarobics. --- And this should be your life style, and not a fad routine. Hope you will get benifit from these above mentioned tips.

(* I have no idea whats ur gender, i shall take you as a lady )
Diet observed is very important. I used to be overweight too.
Half Sit up and leg lift can help. Simple stretching can helps too. Try not to sit after meal.
Drinking a cup of water or a few sip before your meal can help you to feel full more easily.
Beaware of those muscle & fats on your body.
Doing exercise may sometimes tone up the muscles & fats.
It will be even harder to get rid of hard fats than soft fats ( if u have tone / firmed it up ). So do take note.
Most importantly, is to lose weight slowly. Take your time. losing 1/2 kg per wk is recommanded.
Not to forget, if u have / want to lose weight, take note of the stretchs marks, esp on hips. Apply some cellular cream to tone up skin.. ( lighten stretch marks in Inner thigh & Hip area ) *stretch marks is foreva unless u go for special treatment to lighten it.
I bet You wont want your skin to look like a lady who have gave brith before. ( You can see someone else stretch marks easily on her hips area when she wear a low waist jeans.)
I study Aesthethic. SO all this info are from my personnal experienced & knowledge. Hope my information can help you in someways.
Last but not least,
All the best~ !! ^^

Sorry, but if you are overweight, and start taking off weight, your breasts will lose some of their size as the fat comes off. You could I guess try toning up all parts of your body except your upper chest, but really, if you are overweight and want to lose weight, don't worry about your breasts losing weight. Any man who is not a shallow jerk will love you no matter what size your breasts are, and as long as you feel good inside, about how you look outside, then you have succeeded where many have failed.

Acupuncture is a highly effective treatment method to treat weight loss. Weight loss is one of the most classical examples illustrating the similarities and differences in the treatment procedures followed by Tradition Chinese Medicine and Western Medicine. They are similar as both of them accept that a person can have weight problem due to various reasons. Also both of them accept that any treatment must be accompanied by diet and lifestyle changes to get results. They differ a lot in the treatment methods from a clinical overview.

Unfortunatly you cant target where your weight comes off, to loose weight you need to do cardio and this targets all your fat on your body.
I have the same problem, if i loose any weight it comes off my boobs first :( I cant do anything about that, its the price i pay for being slim and tonned - think a boob job may be the answer for me! he he
Anyway once you are loosing the fat then you can tone up the areas your not happy with which may help your thighs and stomach.
Cardio such as running and the stepper, sit ups, squats and lunges are great.

You can't choose where the weight will come off.
First just focus on losing your weight, then focus on TIGHTENING your body. This will make you look sexy with thinner body.
Remember it's nicer to have smaller breast but tight, instead of bulging saggy breast.
Here is the 3 day diet which is easy enough to follow.
Day 1
Breakfast: Coffee/Tea, 1 egg , 1 slice of toast and 1/2 banana.
Lunch: Coffee/tea, toast with 1/2 cup of tuna.
Dinner: 3 Oz. of chicken, 1 cup of green beans, vanilla ice cream and carrots. And you can consume 1 cup of vanilla ice cream
Day 2
Breakfast: Coffee/Tea, 1/2 grapefruit and a toast.
Lunch: 1/2 cup of tuna, with 4 - 8 saltine crackers.
A saltine crackers is a thin cracker sprinkled lightly with coarse salt made from white flour, yeast, and baking soda.
Dinner: 2 beef franks, a cub of cabbage, 1/2 cup of carrots, 1/2 banana and 1/2 cup of vanilla ice cream.
Day 3
Breakfast: Coffee/tea, 5 saltine crackers, 1 apple, 1 egg, 1 toast and just a little cheddar cheese.
Lunch: Coffee/tea, 1 slice of toast with 1 boiled egg.
Dinner: a cup of tuna, carrots, melon, cauliflower and another 1/2 cup of vanilla ice cream.
---
Exercises:
Cardio : running, walking, aerobics (routine)
Stomach:
Do regular sit up by lying flat on the floor. Then put your hands at the back of your head and bent your knees to make a 120 degrees angle between your thighs and your stomach. Then curl up and lift your shoulders from the floor. Don't use your hands to push your head. Repeat this exercise for three sets of eight.
Lie flat on the floor and bring up your legs to make 90 degrees angle between your legs and your stomach. Repeat this for three sets of eight.
Good Luck
