I have read that they are not a truly "natural" breed of dog, and that they are created by the breeding of "runts".
Is any of this true?

They are part of a fad. If they start breeding true and keep good records then they may become a real breed after many generations.

And yes they were created by breeding down Bulldogs. Any Bulldog breed isn't natural anyway. That head can't exist in nature, they almost always have to have C-Sections or the female will die.

It takes a lot more than a catchy name and some cute pictures to make a breed. Most of the new non-AKC Mini or Teacups are fads...and do not consistently breed true...the size varies wildly. I can spot a insta-breed pretty easily. By reading their standard or even just reading the breeder's web site....I see phrases like " there is a Standard, Mini and Toy variety...equals...not breeding true. Or coat length varies. Or even that the dogs sound too good to be true...they almost always are not true.

Buyer Beware !

They do reconise the french bulldog - which is more or less the same thing. I suspect the mini english bulldog is reinventing the wheel as a marketing ploy to sell "rare" dogs and the lack of registration is deemed an advantage so nobody can look over their records.
