Do a profile every issue. Choose a person and do a profile on them; their loved one; etc. etc.

(1) Coordinate with FRG leaders in your local area for the community you have. They usually have bake sales and other activities going on. Help advertise them on your newsletter, and you aso fulfill a community service and increase the value of reading your newsletter.

(2) For the military quote of the month, substitute a humorous story from one of the husbands (or wives, if applicable) concerning work, or one from the spouse concerning home. People have all sorts of stories. This also helps build friendships, i.e. "Hey your the person whose dog ran off with your underwear in its mouth for three blocks! You made me laugh for weeks!"

(3) You could probably add a "cooking tip of the month" to the "cleaning tip of the month". If you live in a typhoon area, a "typhoon preparation tip of the month".

(4) Coordinate with utilities companies. Being ahead on water shortages and expected power outages can be helpful.

(5) Put most of your newsletter online. Restrict the best content to a single flyer page linking to your website. Most military homes nowadays are wired. Cut your costs and also have people see more content online.

(6) Try an "extreme home makeover" where you take a borderline Federal Disaster Area like some kid's room and do a "before and after" profile on it.

Good luck.

You can contact the Red Cross and I'm sure they can give you some free stuff about military personnel and their families that you can use, since they help military men and women get home in times of crisis. I'd also like to see you do a feature on www.anysoldier.com -- a soldier can sign up and get packages of goodies from strangers for themselves and the people they serve with: it's a wonderful way for troups to get support and their needs met, and it's free. You could also do excerpts of messages for our troups from Dear Abby, who I think runs a service where you can write email support letters to troups. There's also a good book by Sheryl Roush on how to do newsletters, I'm sure you can find it through Amazon.com.
