I think I can understand why you think that.
It's an adverb. It can only modify adjectives, adverbs, or verbs. It cannot modify nouns.
In what way do you think it can modify nouns? In "I'm twice married," it modifies "married," which is an adjective, not noun. Therefore, it is an adverb.
Do you think that in a sentence such as "I ate twice the amount I usually eat," it works as an adjective because it comes in front of a noun? Then you're wrong. It still serves as an adverb. You need to notice the definite article between them in the first place. I'll bet no dictionary lists it as an adjective.

Of course you can. To the person who said it IS an adjective, yes it is an adjective AND an adverb because you DO things twice i.e. it usually describes a verb.

You ran twice. You ate twice. You jumped twice.

But it CAN be an adjective if you are "twice married" or "twice removed" or "twice defeated" because now twice is describing a condition. Even though married, removed, and defeated LOOK like verbs (end in ED), they are really in this case also adjectives.

No. It's an adverb if it modifies a verb (I've told you twice already) OR if it modifies another adjective (Once bitten, twice shy).

Adjectives only modify nouns.
