The only way out is to seek legal redress. Find a good lawyer, and get a notice issued to the Passport department, that the passposrt should be handed over in 15 days. The file a Writ Petition under article 226 of the Constitution, seeking a direction of Mandamus that the passport be handed over. It will be settled in 30 or 60 days.

There is something u are not getting write. write a letter to the passport office cc (coy-ping) the police office of the subject matter. Inform them that u need to know why your passport is not ready yet, and that u will make it a court case because u are missing lot of opportunity

* Collect the details of file no from the police station, from you locality and ask for the copy of a letter / notification sent to passport office by them.
* Write a letter, attach the copy and personally go to your regional passport office and hand it over.
* I am sure, you can get it in 15 days.

As you mentioned that you have checked with Passport office.
Why dont you check with Police also? It's their mistake, may be they didnot send your report or they sent it and it didnt reach the Passport office. You should check with the police.
Strange!! how did you wait for 2 years!
