Australia's immigration laws are very strict. They have reason to be. More and more people are trying to immigrate there.
Australia is a clean, gorgeous vast land without pollution and tons of wide open space. It only has about 21million people in it (the size of the entire population of Los Angeles, U.S.A.), yet the continent is just as large as the United States.
You immigrate there by having qualifactions that they want (being a skilled worker) or marrying someone that lives there, or having a relative and some type of employment set up over there. I don't think they're too keen on education exchange programs.

Just like foreigners migrate to the USA. Either with a work visa because of lack of skilled labor in demand that they possess, or just sneak in illegally, and take on under the table low paying, or illegal professions.

Australia has a small population and is a popular immigration destination, so it is hard to qualify.
You need to earn a certain number of points for various things.
Level of English
Level of qualifications and experience
Type of qualifications (engineers, doctors, scientists, accountants, nurses are teachers are in high demand)
Marital status (if you have a wife and child it is easier to immigrate)
You can also do other things, such as first go to New Zealand, become a New Zealand citizen, then you can work in Australia (same as getting into Canada lets you work in the United States)
