Because you let him. Children read our body language and tonality far better than we realize. You've let him be boss and he needs to remind you.

Be careful. If the only sincere attention you give him is scolding he will have to be naughty to get your attention,

And reprimand with one word. NO. He can understand that perfectly.

When children are at this age they do not think the same way as we do. They see everything from their perspective, they can not take into account the needs of others, when he hits he may not even understand that when he hits he hurts that person because he doesn't feel it himself. I think it is called Egocentrism, its very normal behaviour. So don't think its abnormal or something selfish, its just your little boy being himself, so be patient with him, relax and just help him to understand that hitting others hurts others and can hurt him to which may or maynot take some time and practice and consistently give him some boundaries. I wouldn't know specifically why he would hit without further explanation from you and maybe not then, but its normal believe me, how many times have you seen babies just go up to another baby and take what the other baby has in their hands and walk or crawl away leaving the other in tears? They can look at the other baby crying as though to say, what you making all that noise for?? Its quite normal so relax. If you are really concerned take him to someone who might be able to help you like your GP or childhood health clinic. Good luck!! Sometimes it takes even us adults awhile to learn this one but it can happen with love and patience!!

Some of it may be because he does not know what else to do when he gets excited. Buy him a lil ball and bat and teach him to hit the ball. Or a ball he can kick around. Do people laugh at him when he hits. He could be doing it cause one minute everyone thinks its funny until he does it when you do not want him to. Just keep him busy.

he may be copying someone, (most of us hit on the arm or something when playing or joking around with someone) he may be playing, he may be upset and does not have the words to express it. Either way, its normal. If you think he is upset then talk to him and tell him I know you are mad but you must not hit.
He is not too young for time outs. When he hits, calmly say no and try to distract him. if he keeps hitting or anything else that he is not supposed to do, tell him he must go to time out. Strap him in his high chair and turn it to the corner. Leave him for about 1 min (since he is one) when you get him out explain to him again why he went to time out.

if you have alot of kids in your family and hes the youngest he might be jelouse of the attention you pay towards the others...we have a 17 month old who lives with us 1 week and his moms 1 week and at his moms there are 3 other kids so he dont get enough attention and when hes here theres 1 other kid and if we pay attention to that kid he will do anything (include hitting) to get our attention or if dads paying attention to me he freaks out!

its probable a phase he going through or maybe he could of seen it in the street or something or from his brothers or sisters if he has any

Because you probarbly are feeding him too much sugary food.
Also, you should learn how to punish him.
