Apply for a regular commission to the Armed Forces in order to work and at the same time you could study in a nearby university near a camp.

When Mt. Pinatubo erupted, the US military bases were evacuated and since then, they've been converted into special economic zones by the Philippine government. You can still pursue your undergraduate studies in the Philippines even if you do not work. Tuition is very cheap as compared to the US and so is the cost of living.
