How come Photoshop (Or just Regular paint on XP) not let me color certain pictures?

Everytime i have a picture that doesnt allow me to use colors on it. Whenever i try to color on it, the color always comes out grey.

Does anyone know how i can fix this problem so i can color the picture?

not 100% understanding, but make sure your image is set to RGB under Image > Mode (photoshop)

TRY TO SELECT THE PART YOU WANT TO COLOUR
