she just called me and she just wants to change her job...she is a heagvy ecupment oparetor but she wants to change jobs...any one know she can do that

ask for a change in what was called her MOS i am not sure what it is called now

The Navy Rating system is run by CREO ratings, 1-3. This determines which jobs are undermanned, perfectly manned, and overmanned.
She would have to have served at least 3 years in her current rating (sometimes 4, depending on how much the Navy spent to train her) She will have the most success requesting a transfer to a rating that is undermanned.
She would have to put in a transfer package through her command to her detailer, requesting a to be retrained. This process can take up to a year.
Keep in mind that as an EO, she stays on land for the most part. All other rates that aren't Seabees will go on ships. If that isn't her goal, I would suggest staying a seabee, and then when her time is up, transfering to the Army in the Blue to Green program, which would pay her some money too.

There are several ways to try and change ratings. She needs to speak with the command career counselor. A few things that can affect if she can or not is her rates CREO group. She would have to go from a CREO group 3 or 2 to a CREO group 1. CREO groups determines what ratings are Overmanned, Manned at required Levels, or Undermanned.
CREO Group 3 are overmanned
CREO Group 2 are at optimum manning
CREO Group 1 are undermanned.
She might have to retake the ASVAB to get scores to qualify for some ratings.
The change won't happen in 4 months. More like 6 months to a year. The Command Career counselor can talk to her and help her out with requesting to cross rate.

It's VERY hard to change jobs.

And she probably wouldn't get a job that required any schooling.

In fact, the only people I remember getting new job descriptions were those that entered without specialty ratings and after a given amount of time applied for apprenticeship in a field.

I really don't think she has a choice. What she would want to do is talk to her supervising chief or officer, explain the situation, and see if they can find an alternate billet for her. She will then need to fill out a special request chit, and everyone in her chain of command will need to sign off on it. If there is good reason for her to want to change jobs, it might happen. It has to be a really really good reason though.

In the Navy... MOS's are called Rates. Changing your specialty from one rate to another is called "Cross Rating"

I dont know all the details concerning requirements but the Navy is pretty good at allowing cross rates from overmanned rates to undermanned rates.

Have your Wife talk to her Command's Career Councilor (CCC)

You have to be in for a certain amount of time before you can request to change jobs and it has to fit into the military's requirements and needs. If her job is in a manning shortage it will be slim to none for a job switch. She can ask her superiors and the numerous other resources offered to those in the military.

not as easy as it seems. you must serve in your current rating at least 2 years after completeting all training before you can request to cross rate. If your curren trate is undermanned, you will NOT be allowed to cross rate unless you are trying to go into another undermanned rate, and sometimes, not even then.

alternatively, at the end of her firstterm, she can request a new A school, but again, doesn'thave to be granted.

Active Duty can cross training into another MOS after 5 years.

She can strike for another rate after 18 months with her current rate.
