I would guess that when it comes to research, you have to make sure you are approaching it in a standard way. That usually means there are no conflicts of interest, onesided testings, biased in anyway.

You evaluate a program by what your goals were and how they were met; were they met successfully? For example; if your program wanted to feed hungry children before school started and you accomplished that goal successfully by providing healthy breakfasts daily, then that is one evaluation of that program.
