The absolute best thing to do, is to satiate them from the inside out first. Drink plenty of water ( increase your water intake); and use Blistex ( the moisurizing version); I believe there is also a Night-time Blistex you can use, so when you go to bed; your will be moisurizing them as you sleep.
In the day, I heard that lipsticks and glosses kinda do more harm than good because they don't really protect the lips (only make them sexier); so when purchasing lipsticks and glosses; buy sun-protected ones; like Neutrogena moistureshine lip soothers (with SPF 20) which has a hint of color and cools and protects the lips (and is great alternative to lipstick.

Okay. I definitely agree with the vaseline application at night. Your lips will love that and you won't care because you'll be asleep. You could even use a thin layer in the daytime with or without something over it. There are a lot of moisturizing lip glosses and lipsticks out here now. If all else fails, if your lips are super crusty, brush them. Maybe that's crazy but seriously it works. I have one of those battery powered toothbrushes but try it then apply vaseline. Good Luck!

Rub Vaseline on your lips every night before bed, less likely to lick it off. During the day rub it on every chance you get. I just bought a small container for .99 at Target. It will last you forever, and if you get tired of using it you didn't waste too much money

DRINK WATER. I'd stay away from lip balms you lips become addicted to it and then dry up when you stop using it

Keep applying a chapstick with a moisturizer and spf. Don't lick your lips, that'll only make them dryer. Before you go to bed, apply a thin layer of vaseline.

moisturise first then use lip balm because lip balm doesn't actually moisturise it just locks moisture in. Keep lip balm and moisturiser on you throughout the day, use more in cold or windy weather, and re apply after drinking, eating etc.

Use chapstick (or vaseline)frequently. DO NOT use lip gloss or lip stick because it makes your lips even dryer.
Another tip - don't lick your lips..it dries them out.
