Would a NTSC PS1 game work in a PAL PS2?

no, it should not - NTSC and PAL are seperate region codes

without modifications (which from what i understand, will change the whole system) you cannot play one region type on/in another region type

Nop u gotta mod chip ur ps2 to play all region games, not too sure though... mod chips is really for playing copied games.
