Questions - are you using a laptop? What the heck is power mode?
You could right click an open area of your desktop. Go to properties - click screen safer tab - click power - adjust your computer to when you want to turn the hard drive off, etc.

Several suggestions for you:
1. Go to Start, Settings, Control Panel, Power Options or Power Management.
Carefully review everything.
2.set wallpaper and screensaver to blank or none. (These run continuously in the background and clog memory).
3. Review your start menu and remove anything you don't need on a daily basis. Load others on an as-needed basis.
4. Run Disk Cleanup, Scandisk and Defrag.
If these don't help, I'd suggest a Windows Repair:

it does sound like some sort of virus, or just a crap computer. Get "Active Virus Shield" iused to get worms, viruses, an everything until i downloaded this. Its free through AOL bu it wont install any AOL crap. heres a link
http://www.activevirusshield.com/antivirus/freeav/index.adp
its completely free and updated about once a week. Just do a full system scan when you download it, and with any luck it will fix your problem, good luck

Try to reboot in safe mode, usually by pressing F8 at reboot. If it goes normal then something's wrong with your software, perhaps a damaged driver or something. You can edit the startup by clicking Start-Run-Msconfig.
But if it keeps behaving abnormally in safe mode, then maybe it's harddisk.
Im sorry if it doesnt help much.
Good luck.

Delete all traces of Norton. Even though you are not using it it is probably interferring with avast and is probably trying to get you to upgrade it. Good luck...I hear it's as hard to git rid of as AOL is.
