It is nothing you learn. You will have power when the Holy Ghost comes upon you to command angels and cast out demons. That power is yours. It's like anything else. Believe and have faith and God has to be true to His word

I don't believe we can command angels per se. In my extended family, mostly my siblings, they will send angels to those of us who are having a particularly bad time in any area, usually health and family. The call is always offer up in a prayer of giving, of thoughtfulness, of love assured, of edification from Our Lord and Savior, Jesus Christ.
Angels can be called also from a Prayer List one keeps in their mind, the heart for sanctification of one who needs help.

Have more integrity and ethics than angels. Have less attachment to the Tree of the Knowledge of Good and Evil than angels.
They do not answer to the insane or unethical.

YOU can't but the Lord can - and already has.
They answer to his commands.
Psalm 91:11-12 For he shall give his angels charge over thee, to keep thee in all thy ways. They shall bear thee up in their hands, lest thou dash thy foot against a stone.
They are always watching us.

Colossians 2:18 Let no man rob you of your prize by a voluntary humility and worshipping of the angels, dwelling in the things which he hath seen, vainly puffed up by his fleshly mind...

Angels respond to the direct word of God. I believe that quoting scripture can summon them for a lack of better words... but to make it simple... only God tells the angels what to do. You have to go through God and then through Him anything is possible.

never got into 'angels', but a similar metaphor can be found in chaos magick using 'servitors'. check out author peter carroll - very practical workable stuff.
and 'command' is strange term - nothing is certain
