They always turn out flat and rock hard on the outside, and undercooked on the inside...with like a crust on the top. What is going wrong? I've tried about 5 times.

It sounds as if your oven is a little hotter than the dial states. Try turning it down 25 degrees. This is the recipe I use, it is from the Fanny Farmer Cookbook

3 oz. unsweetened chocolate
6 tablespoons butter
1 1/2 cups sugar
3 eggs
1/4 teaspoon salt
3/4 cup flour
3/4 cup chopped walnuts
1 1/2 teaspoons vanilla

Preheat the oven to 350 degrees Fahrenheit. Butter a 9 inch square cake pan. Melt the chocolate and butter in a bowl or pot over simmering water, stirring until smooth. Combine well. Spread in the pan and bake for about 40 minutes, until dry on top and almost firm to the touch. Set the pan on a rack to cool for about 15 minutes, then cut the brownies into squares approximately 2 1/4 inches. Sprinkle with powdered sugar. Makes 16 brownies.

Note - make sure not to burn the chocolate, and cool it a bit before adding the other ingredients. Use a light hand to stir all together, never overbeat brownies. I hardly ever use nuts, and when I do, I use pecans. Add 1/2 cup chocolate chips and, to send these over the top, frost with hot fudge sauce.

if you have convection oven, its best then it will evenly cook the brownies without any crusty areas-
if you dont have one, then put the oven heat to a lower temperature, and make sure not to place it on the top rack so the heat dosent make the top hard before the rest is even cooked!

Your oven's thermostat may be off. Place a thermometer in the oven to check it. Sounds like your oven may be too hot to cook brownies properly.
