It is illegal to copy government issued photos.

The real question is, why on earth do you WANT to make a copy???? License photos are generally pretty dismal. Surely you have a better one. On the other hand, I made a copy of my Father's DL photo. It was the last picture ever taken of him, so maybe you have a great reason for needing a copy.

You can clone out the lettering using Photoshop or similar program.

Just scan it or shoot a good clean shot of it up close and in focus with a digital camera, pull it into photoshop or some other editing software and voila.....

Someone skilled in photoshop should be able to do that after you've scanned it into the computer.
