get a free copy of your credit report from http://www.annualcreditreport.com/ and make up reasons to dispute every negative thing on the report. The people who you owe the money to have 30 days to respond. If they don't, then the item(s) is completely removed from the report.
I really cleaned up my credit score this way. repeat the process with each report from all 3 agencies.

If you have requested a copy of your credit score and acknowledge the debt, and want to pay...most of the time the credit report has a contact number/address on the credit report. If not try finding the agency online. If this doesn't work what I would personally do (and I am not advocating you do anything unethical) is dispute the claim and if they acknowledge the debt as accurate often they will then provide a contact point. And in the off chance that it was a credit agency that is no longer in business you just might get lucky. But agree that if you don't know how to contact it is hard to pay off the debt. GOOD LUCK

Well, you have to pay the agency that you owe. But, credit scores raise with good behavior. I know it sounds silly, but paying on time will build credit. Also, if you open credit cards but make sure to pay them every month all that you owe you will build your score. And don't keep opening your score to have it reviewed by banks and stuff like that. Your score goes down when that happens... Good luck!

I agree with Irv except that if you use the free reports the CRA's actually have 45 days to investigate versus 30 days if you dispute from reports you order and pay for from each CRA.
You might also check the collecting SOL in your state before you start disputing. If they are not actively collecting, and you are still within the collecting SOL, disputing with the CRA's is a sure way to get their attention.
You might click on my profile and click on the link to find the collecting SOL for your state.

You can pay who you owe. Once you do that, you can apply for a credit card. If you get approved, your credit score will go up 20 points. I know this because I just did this, and my score went up 20 points, and i'm now in the fair zone in my credit for the first time in several years.....woohoo! :: doing happy dance ::
