Since your hair is so dark, you need to lift out some of the color w/ some peroxide or bleach so the color will show.
Your roots probably change color because the heat from your scalp help activate the dye and because it's the first place applied & takes the longest to rinse off.
Consult a professional because bleaching hair is tricky. You can end up w/ orange or brassy color.

because your hair is so dark it won't take most over the counter hair dye products especially if you're Asian. You need to go to a professional hair colorist to have it done to get the actual results you want. What my niece (she has Jet black hair) and my sister in law (she's korean) had to finally do.

In order to turn you hair any color you have to bleach it blonde first. Wait a couple of weeks, then try the color you wanted. You might have to bleach it more than once, or color your hair more than once. Since you've already tried to color it yourself a couple times, go to a salon. It saves your hair from getting perma-fried.

when you have dark hair you should use a deep conditioner a few days before so you're hair can be as healthy as possible also you should leave the die in for longer and put more in the hair that doesn't die and less on the roots.

you have to lighten your hair first with a color remover if you want to make your hair lighter than the natural color. Then you can dye it the color you want.

i have the same exact problem, it could be that ur not leaving ur color in long enough, and you can put lemon juice in your hair and go out side for awhile and it will lighten up a whole lot, that is the safest and most natural way to do it.

I had the same problem trying to dye my hair blonde.
The best idea is to go get it professionally dyed. If they don't do it correctly, you get your money back! But they probably will do it right. So no worries.

in case you study the classes and precautions, someplace on it it prolly says dont dye hair in case you have shampooed in the final 24 hours if u choose a stable effect. in case you purely dyed your hair and then u wash all of it out and used the conditioner, then wait til like tomoro and redye it. i had an identical situation at present =/
