keep it simple: You should not be more than 10 minutes late.

How about, You are allowed to arrive up to 10 minutes late but not more than that.

Being more than 10- minutes late for class is NOT tolerated. You will not be allowed into the classroom after that.

You could say, there is a 10 minute mercy period at the beginning of calss. Anyone arriving after this will not be allowed in the classroom.
