I am an individual and do not own a company - can I or should I issue a 1099 to a contractor or handyman who does work on my home? If so, what would be the advantage? If not required, how will the IRS respond to the 1099 if I submitted one?

an individual does not file a 1099. If you have a company or business and hired someone to work for you that was not an employee and you paid that person more than $600. in a year, you'd file a 1099. But an individual, a person that does not have a business,, does not file a 1099.

There is no advantage to you in issuing a 1099, because repairing or improving your home is not tax-deductible (as a business expense would be).

One who can and should issue a 1099 is one who has employed someone and did not withhold any taxes from the pay they gave them. A 1099 is a statement of wages which taxes were not withheld.

You can although you are under no obligation to do so unless you are running a business. If you filed them, the IRS would just file them for reference when the recipients filed their tax returns. There would be no advantage to you, and probalby a bit of expense and certainly some hassle.
