It would depend on the context, but a small fry is a tiny fish that you need to have a lot of to make it worth you while to fry. So if you're a diminutive person, or young, I would say it is an insult.

It depends on how you feel about the person and how YOU FEEL the person feels about you. I dont care what is said. Even a compliment like 'hey gorgeous' can become an insult if its someone YOU know thinks you're not becoming.
