It most definitely can. The reflection of the rays off the water can cause sunburn to your face and shoulders. Also, UV rays penetrate water so if you aren't wearing sunscreen, you can get sunburned while under the water as well.
Your face and shoulders will get the worst of it because that part is above the water most of the time.
Wear sunscreen, reapply often, and when not swimming, wear a hat to protect your head and face.

Yes, it can because the Sun's rays can reflect and hit you even if its a cloudy day outside. The Sun's rays can go through the water, but you can at least prevent a lot of sunburn by using water-proof sunblock.

Oh yeah! Especially more so because the water reflects the light back at your body. You need to have a minimum of SPF 15 to be outside, and there are some good waterproof sunscreens out there. Bullfrog is a good one.

Yes,you will burn cause of the reflection of the water cause the sun to bounce off of it onto you. You should wear a sunscreen of atleast SPF 15 to 30.

Mine does, but just the parts that are exposed when out of the water. You can also get a reflective burn, but not as badly as with salt water.
