my friends says i can live with her but everytime the subject comes up she avoids it. i hate my living surroundings. my stepmom and my dad are too much to deal with these days.

Well if you friend is avoiding the subject, she really doesn't want you to live with her. Having a roommate (or housemate) is hard, it tears at friendships. There is a saying for kids that go off to college: "don't have a friend as a roommate, because you won't be friends by the end of the semester".
Understand, she might just want to keep you for a friend, and know that if she lets you move in it would destroy that. You of course think different, however that is based on the fact you want to leave your parents. Believe me, you don't want to live with a friend.
What you need to do is find a job and save enough to move out. It's the best method even if its the most work on your part.

Could you start out with a low income housing at first? That is what i am doing & it really helps out financially. I refused to live at home any longer. I had to go no matter what i had to do. I'm satisfied with where i'm at in my life right now. Atleast i have a place i can call my own. Good Luck!
