You should really stop her. Science yet hasn't proven it. Have you asked her who told her such a myth?? Right now cold water doesn't work....

Bathing in Freezing water wont make your skin lighter...BUT, it has been proven to be good for skin, sometimes even clearing some acne due to toxins in the body!.....Anyways what she is doing is the Cold Water Therapy with or without knowing it. she shouldnt go too cold though

Not to alarm you, but maybe you should ask you daughter is she is "EMO". I guess this stands for "emotional". My son is in the sixth grade, there are a few other kids at his school that call themselves "EMO" . It's terrible, the hurt themselves in every way known to man! They cut, poke, scrape, stab, etc. themselves and swear that they like it.
But, once you talk to her, if you find that she isn't "EMO". Don't stress, kids to weird stuff all the time. I personally have never heard of freezing cold water making your skin lighter, but hey, maybe so! But as far as frost bite goes, she would have to be pouring icy water all over herself for LONG LONG LONG periods of time to accomplish that.
Maybe you could trying talking to her about why she wants her skin lighter in the first place.

She's risking getting pneumonia, and more importantly, a heatr attack. This is a shock of extreme to the body.
Tell her to use whiteout, and of course after reading all answers, insist it will not be permitted in your home.
