i found concert tickets but they are about 100. That seems a bit much for someone i just started dating, and I really don't have that kind of money.

It depends on how much money you are making. At the beginning of a relationship one might expect to spend about a day's wages. Later in it might be a week's wages. It sounds like you have no money at all, so the answer would be a nice card, a lovely message, a phone call or two, a nice walk in a lovely place, and a genuine display of affection.
If you go to extremes you are not showing him, guys can be very money conscious, how much you care, you are showing him instead how irresponsible you can be. Tread lightly and show creativity and caring rather than spending money you don't have.

If you don't have the money then don't get that kind of gift. Just get him something little, or go do something with him. Let him know you care. Birthdays aren't about money. Would you seriously expect him to get you something big if it were your birthday instead of his?
