find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

60 pounds in 3 or 4 months sounds a little extreme to me. It could happen, but 15-20 pounds a month is hard to do no matter what you eat or how much you work out. Theres plenty of diet and exercise advice out there, and a lot of them do work if you commit to them faithfully; but I would plan for a little longer weight loss plan than just for the summer. That weight didn't get on that fast I'll wager.

you should keep a close eye on what you eat but do not go on an "extreme diet".
Work out for about 20-30 minutes a day. if your not a big runner than going on a nice long walk through the neighbor hood once a day is just as affective. you'll start seeing results in no time
