I think responsibility should start with the home owner. We all can make the choice of where to live in most cases. We all need to realize that nature is a powerful force and we mere mortals cannot contai it and shouldn't think we can master it. I live in CA so I KNOW that earthquakes are part of the deal...so I have insurance for it. If the government would ensure that insurance companies do their job, taxpayers wouldn't have to pick up the tab.

With all of the technology we have, homeowners living on the brink of paradise and disaster can build homes which are geometrically better able to withstand what the ocean can
dish out.
We wouldn't want to have anyone taking any responsibility for their choices now would we?
Wouldn't that start some kind of trend which is now as repulsive as farming? Personal responsibility. Nahhh. Let the taxpayers foot the bill. The insurance companies will just file bankruptcy as they did after Katrina and Rita.

That is a hard question. Not owning any property in a flood area, I say they should move. But I might have a different idea if I was going to have to move myself. Who will pay me for my property? Obviously I can't sell it to another person who will live on it, so the market value will be WAY down. And I may not want to leave my home of many years. There is just no easy way to address this problem that is both fair and affordable.

They should move. Property that is falling into the ocean is still being sold. If someone buys it, taxpayers should not have to pay for their walls.
