No...no one has a soul...and anencephalic babies should have been spontaneously aborted to begin with...I can't imagine carrying a baby like that to to term just to have the poor little one die within hours...I've seen it happen and the parents are just devastated...a loving god would never let this happen to a child or to the parents...just what involvement does freewill have in this? Did the parents do something they should not have done? Why punish a child like that?

I have read that the soul can inhabit the physical body at conception or it can take as long as three months after birth. (The soul decides when it inhabits the body.)
Just offering another perspective ...
