Yes they are.
The reason that the Ten Commandments were written with the finger of God into stone, was to show us that they are perpetually to be observed. If you will study the commandments of God you will see that many of these commandments reflect God's own attributes. When man was created these laws were written on our soul, and while sin obscures our view of them, they are a moral compass, telling us our responsibility towards God.

I think Jesus made the following of the "Ten Commandments" irrelevant when he explained that things like feeling lust or anger were similar to committing Adultery or Killing in your heart.
Sure, we're still supposed to follow the Ten commandments, but it's not like we can, at least under that level of scrutiny.
The Ten Commandments are also only a small part of a larger set of laws, many of which Christians ignore. While the Ten Commandments might be viewed as the basis of the other laws, I suspect they are also the easier to remember and more digestible laws, kind of like Biblical Cliff's Notes. To me, that makes it a little less relevant.
Finally, on a political note, less then half the commandments relate to the laws we live under (Don't kill, Don't steal, Don't lie, and maybe Don't commit adultery.) The rest are specific to Judaism and Christianity ( and apparently Islam, according to Wikipedia.)
So when people want to display the Ten Commandments, claiming that they are the basis for modern laws, I think they are not being either truthful or accurate.

I think all of God's teachings and commandments are relevant for today. We don't get to pick and choose which commandements we want to follow...than they wouldn't be commandments they would be a list a choices. It would be nothing more than a religous menu. If He felt it important enough to make them commandments and strike down those who did not follow them, what makes you think He feels any lighter about them now?

Very much so. There is so much chaos in our society because the majority of people do not follow them. Jeremiah 10:23 say's that it does not belong to man who is walking to direct his steps. If people would just live by the bible, things would go much better for them.

Some of the them are because they are common sense and people don't need a religion to be able to tell that. Others, no because they do not take into account that it's a big world with many different religious beliefs.

If you believe they are the word of G-d then they will always been relevant, if you do not believe it to be such then it would never be relevant.
