Dark Circles
Dark circles are a common and usually temporary condition.

If the puffiness around your eyes is severe and persistent, you may want to consult a doctor.
Puffiness that results from allergies can often be eliminated with allergy medications.
If the condition is not from allergies and seems temporary, there are many different treatments that can reduce mild puffiness around the eyes, including skin care creams, facial masks, and cold compresses.
Creams that include Vitamin C or antioxidants will help to hydrate the skin and reduce puffiness around the eyes.
A less expensive alternative is a cool tea bag compress. Tea contains tannins and caffeine, which will help reduce the swelling that can temporarily occur around the eyes

Im not really sure about creams but surprisingly enough potatoes will work!! I read in Self Magazine a couple years ago to put a slice of raw potatoes on your eyes for 15 minutes and it really helps the dark circles and puffiness. Only bad thing is that raw potatoes feel a little slimy and dont smell so great. But its something cheap and practical you can find in your own home and try out.

Put a spoon in your freezer for a few hours and then place it under your eyes for a while. Sleep also helps with the bags.

I actually use a highlighting pencil, super cheap... N.Y.C. thick pencil a few strokes under your eyes and blend and it will reflect light. it works very well. You should also consider visiting your doctor to make sure it isn't allergies causing the discoloration and puffiness. :)

This is not a joke:
Good make up people in film/TV, etc use Preperation-H. Seriously, it shrinks inflamtion and works great under the eyes. I've seen it. Just don't get any in your eye.

Revitalift is supposed to take care of bags. Maybelline stick cover-up is the best though, it's cheap and it really works to disguise bags.
