Both. You should eat before so that you have enough energy for your workout. You just don't want to eat anything too heavy, too soon before a workout.
Eating after a workout is important as well, as you need to replenish what you've just burned and to keep your metabolism going.
I usually eat an hour before a workout and as soon as possible after, just making sure the amounts are reasonable.

If u are weight training have a protein shake before a work out, then have a nice healthy meal (like lean chicken and rice) afterwards. Thats what i do, but i drink a protein shake with 30 grams of protein before and after each work out, and then as i am working out i drink 700 mls of gatorade to keep hydrated. After that drink about a half a litre of water (500 mls, about the size of your average bottle of water) to help your body process the protein.
If you're talking about cardio excercising, eat very lightly before a run, then as you would normally eat (your normal amount, but make sure its healthy) afterwards. You don't want to run on a full stomach, you'll get nowhere.
No matter if you are weight training or cardio, work out or run no sooner then 20 minutes after you've eaten, give it time to digest and actually turn into energy.

you can drink before and during your exercise, but eating, not really. when you eat, blood leaves your muscles and rushes to your stomach for the food. while your are exercising, you could get some bad cramps. eat after you exercise, like swimming for example, would you eat a big meal and then jump in the pool?

you shouldn't eat within 30 minutes of working out. And you should eat a better meal after you work out because you metabolism is at its peak and you will burn what your eating.

before - complex carbs to give you energy (e.g. banana, other fruit, whole grain granola bar, whole wheat toast, a few pretzels etc)
after - protein to repair muscles (e.g. protein drink, yogurt, lean meat, fish etc)
