Im looking to buy a pair of shorts from american on the internet the website warns that you may be import taxed. The shorts cost $34.95 will i get taxed and if so by how much?

You've got a chance.
You will, strictly, be liable for VAT at 17.5% About £3.00
But if that is charged, you will then get hit for the Post Office's collection and handling charge. It recently went up to £8.

So £11 at least on an £18 pair of shorts.

Except that in my experience getting smallish packets from the USA (model railway items in my case) about half of them seem to go through without this happening, and it isn't just a decision on value. I've had cheaper ones charged, and dearer ones get through.
