I can't find the instruction booklet in this mess of a closet! I need to add borders to make my website more appealing!

This is a very broad question, but the quickest/easiest way to add a simple border is to add a stroke to the layer that you want the border on. You can do this by going to Edit>Stroke or by going into Layer>Layer Style>Stroke (the first option is a permanent addition to the layer & the second can be readjusted). If you find that these options aren't available, make sure you're not trying to add the stroke to the Background layer - you can't add it to the Background layer, but you can add it to any other layer. There are a number of options in this stroke function (different colors, sizes, gradients, etc), so you can change it up & see what works best for you...

Draw a few lines in an inventive syle around the edge of the picture or use the ractangular marquee, select the picture with about a 3px bleed around the edge, select inverse and then colour in all the results.

I don't think there's a specific tool for creating borders.
