First of all the Rwandees gouverment started a campaign of hate against the Belgians with has a reason : they were the old-colonisators. Later they told the population that they should have killed the president. Now a days there is a lot of solid proof that the Tutsi rebels planned and organised the killing.
The real reason behind was that the Belgian paracommandos were the best trained troops of the UN. If they pulled out the Tutsis and Hutus could do their killing with strong intervention.

At the outbreak of the genocide 10 Belgian Paracommandos (while protecting the Rwandees prime-minister) where unharmed by the official Rwandees army (the UN command told them to hand over their arms). After that they where butchered cowardly by the Rwandees army.
An honest Rwandees officer warned the UN commander gen. Dalaire that the 10 were being murdered.
The coward commander of the UN gen. Dalaire did nothing to liberate the soldiers under his command and forbade the other paracommandos to take action.

When the world knew about the genocide, the mandate of the UN was not changed at all.

After all this the Belgian gouverment, gave order to evacuate the Europeans in Rwanda and to pull out. Their was no more trust in the UN command.
Do not forget that the Belgian had no fighter airplanes and only light weapons for their UN mandate. The nations that could have provided immediate support did not support the UN (France and US).

I think if the Paras had got a better mandate and some air support they could have made a difference.
If your hands are bound, you can not do anything. Thats the reason the Belgians pulled out.

To Ms Jackson : The hate between Hutus and Tutsis is dating from centuries ago and was not an invention of the colonial powers. Germany (first colonisator) and Belgium left the system with the Tutsis has the ruling class intact (as long as they did what the colonisators asked).

sadly nothing... ten of their troops died, so they pulled out forgetting that belguims colonization of Rwanda is what started the hatred between the two groups!!! I went to Rwanda last summer, it is an amazing place with amazing people... Its really heart breaking to think no one cared about what happened there over the period of 100 days!!! Sadly no one cared about a poor black country that had nothing to offer the world but coffee!!! I must say the way they have some back from that in only 11 years is amazing with the help of no one else they have done amazing things there to help heal the pain and boost the economy and morale of the people! I heart Rwanda!

To my knowledge the Liberal media sat that one out. I mean it was just dirty poor blacks in a country with nothing to offer the world. Bill and Hillary chose not to notice. The UN Human Rights panel headed by such stalwarts of human rights as Libya saw no need to interfere with good old fashioned genocide. Koffi Annan had his hand in the Iraqi oil for food and couldn't be bothered. North Korea got China to veto the UN security council resolutions to act. France was feeling especially guilty over colonialsim so they kept quiet too!

Yes they pretty much let'em slaughter at will. Are the Repubs any better? Let's see how are things in Darfur?

10 Belgian paratroopers surrendered to a force of thugs attacking the Rwandan Prime Minister, and were then murdered. The Belgians pulled all their forces out of the country shortly afterward.

Cowardice all around, and it just made the conflict worse by removing any constraint.

Pretty sad, isn't it. All those Europeans scream bloody murder when we try to do something to help stop genocide, but when we stand back and let them take the lead, they scream at us for not doing anything. They won't take responsibility for the mess that their colonialism left behind, and try to foist the blame on big, bad America.

The double standard and hypocrisy here are appalling.
