the 3 primary colours are Red, Yellow and Blue, the IT guy might have been referring to RGB, a video-output, where colours are made out of red, green, and Blue.
Red, yellow, and blue is correct, they are what makes colours up.
Red, Green and Blue is only correct specifically when talking about RGB output.

The cone receptors in your eyes detect red, green, and blue. Other colors will cause a mixture of these receptors to activate. This means that it is possible to simulate other colors by mixing only red, green and blue.
Note that this is an artifact of human vision, and not of light itself. Red and Green mixed together appear to be yellow, but a spectroscope could still distinguish it from pure yellow light.
When using crayons or printer ink, we use the opposites of red, green and blue, to subtract the desired color from white paper. These opposite colors are magenta, yellow, and cyan. In preschool art class, they tell you that it's red, yellow, and blue, so that they don't have to use big words like "magenta". Actually, red, yellow, and blue are a pretty good approximation, and you can make most of the colors by mixing them. (It's pretty difficult to make gray).

It depends on the format.
In painting the primary colors are Red, Yellow and Blue.
On screens that work with subtractive color (they are black and they go towards white the more color you add) the primary colors are Red, Green and Blue and the color model is called RGB.
In printing which, like painting, works with additive color (you start from a white surface and the more color you add it goes towards black) the primary colors are Cyan, Magenda, Yellow and Black and the model is called CMYK.

Like for TV or Computer Basic three colors are Red Green Blue
For Printing Basic colors are C Y M K, Cyne, Magenta Yellow & Black
& for Painting Three Primery colors are Yellow, Blue & Red
